I have translated typo to Hebrew. It is included in the attached patch.

• Changing hard coded English strings to translatable string changes.
• Administration-rtl.css - needed make a blog admin support Hebrew ( right-to-left support )
• Updating pluralize implementation to allow easy translation.
• a utility that update language file from source [ plugins/localization/bin/make_language.rb ]
